Arrivals by day and hour, and service time for each transaction type. Those two figures determine desk numbers and how the queue should be split.
Almost always it is a distribution problem, not a headcount one. With no ticketing system everyone joins the same line for transactions that take wildly different times, and one long case holds up ten short ones. Splitting the flows by transaction type usually cuts the wait without adding staff.
Yes. The number of desks matters less than the spread of service times. Two desks with a mix of quick and slow transactions will still form a queue.
The demand that machine handled moves to the counter. The system detects the peak, opens additional desks and alerts the manager to reinforce service for as long as the interruption lasts.
